The Building Code of Washington State and the City of Othello requires that permits be obtained for all work and/or change of use on or within a building or structure except for:

1. Minor repairs to plumbing, mechanical, wall and ceiling systems.
2. Sidewalks, driveways and retaining walls not more than 30” above the grade. 
3. Painting, papering, tiling and carpeting.
4. Cabinets, countertops and interior doors.
5. Swimming pools less than 24” deep.
6. Movable furniture, cases, counters, partitions, etc. not in an exit route.
