All commercial or industrial buildings or residential buildings larger than a duplex shall have the construction documents prepared by a registered design professional and shall contain sufficient detail to show conformance with the provisions of the applicable code, relevant laws, ordinances, rules and regulations of the City of Othello. Three sets of the complete construction documents, including a site plan and detailed list of all deferred submittals, shall be included with the building permit application. Building permit review time (that does not require a SEPA checklist) will not exceed 30 days from acceptance of the complete application. The applicant is encouraged to address all non-building permit issues, such as platting, SEPA, and other agencies with authority prior to submitting final building permit drawings for review. Building permits cannot be issued prior to all other departments and agencies having approved the project. Building permit fees are based on the 1997 Uniform Building Code Table 1-A with the building valuation being determined as per the 2003 International Building Code, Section 108.3. Building and planning fees cover about half of the cost to provide planning services. The general fund covers the remaining as a service to benefit the health, safety and welfare of the community.
